Foundation stem wall wasnt poured very well. These walls were poured in lifts of 3', causing a gap in many places. This has tried to be addressed poorly.Water is coming in in at least three places.Causing water pooling under plastic.Fix on this is a new structural concrete wall sistered to existing areas that are bad.Estimated cost at $15,000 to $25,000.
